Industrial projects by nature are not the typical run-of-the-mill endeavors that one has undertaken numerous times in the past.
They are larger in scale, have more strategic importance, require a higher degree of visibility and have more difficulty level in execution. They require apposite planning of time, cost and resources to achieve specific goals and success criteria, while delivering results as per stakeholder aspirations. However due to complexity involved, most projects land up with high cost and time overruns due to numerous factors such as improper site selection due-diligence, project planning, workflow and cashflow management, absence of design criteria’s for Technology selection and engineering, lack of integration of various project schedules – procurement, engineering and execution, low skill of contractor manpower, less focus on work productivity & quality, lack of Safety culture at site, etc. In fact, it has been estimated that 30% of all cost overruns on projects can be attributed to ineffective project management itself.
To address these issues, BOE Consulting has developed Strategic Project Management approach that uses well crafted, industry-customized and time-proven processes to guide activities in each phase of the project - initiating, planning, executing, monitoring and controlling, and closing – thereby ensuring no surprises during end-to-end project execution. It goes beyond the normal gamut of Project Management, i.e., project scheduling and monitoring. The ‘Five Gate’ system meticulously developed by BOE team takes care of risk assessment and mitigation at every critical stage of the project, provides complete and clear picture to the Client for whole range of project activities to be performed and supports Client in decision making with the help of thorough checklists and rich domain expertise of BOE team. It emphasizes on high front end loading, deep assessment of Site & Mines and alignment of all Stakeholders at conceptualization phase itself & development of Technology Roadmap to ensure high performing-low cost plant with plant layout optimized for ease of construction and maintenance. The robustness and completeness of the system ensures that there are no time & cost overruns and the projects deliver at desired productivity and efficiency with minimum ramp up time. It also takes care of Safety & Quality during Project Execution as well as during Operations. We recycle the learning’s from past executed projects to remove flaws in our process, if any.

- Improve quality of investments and Risk mitigation through Muti-Gate review process
Our end-to-end Project Workflow management system has been built on the strong foundation of rich domain and execution experience of our team members & indigenously developed processes, systems, documents and checklists which ensure no miss-outs on key activities, issues are identified before they turn into risks and go-ahead at each stage is accompanied by well researched action plan oriented documentation. For e.g. our Constructability checklist seeks to assess organizational maturity and site preparedness prior to start of construction activity.
- Stakeholder alignment and satisfaction
Our approach takes of alignment with each stakeholder and getting a sign-off with them for various key deliverables. Based on this, Project Charter is prepared which defines the scope, business goals and success criteria, project deliverables (cost, time, operating performance, etc.) and risk analysis. It then becomes a ‘Bible’ for Project planning and execution. This entire process ensures all stakeholders set goals at the start and get exactly the same at the end of project.
- Delivering high quality plants at optimal cost and best possible time schedule
By developing a detailed Technology Roadmap, we ensure proper line balancing and selection of best technology. This takes care of various factors such as optimum raw mix design, fuel flexibility, reliability and consistency of operations, lower maintenance cost, etc. – all this while delivering best product quality to the market. With the help of our Engineering partners, we ensure optimized equipment sizing, storage capacities and building sizes, use of correct design norms & loading combinations and development of construction-maintenance friendly layouts.
- Safety during Execution & Operations
We have developed Project Safety Manual and SOPs to provide guidelines for Safe Working at site. Our Six Step Process for Contractor Safety Management takes care of assessment of historical safety performance of the contractor, regular Field Safety Audits and evaluation post execution. By conducting Process Hazard Analysis, we take of Safety during operations in our engineering phase.
- Ensuring Quality of Construction
Through Quality Assurance plans, regular inspection visits by experts and robust quality testing systems, we ensure that no compromise is made on the construction quality. Observations are recorded and complied with in a systematic way. This ensures longetivity & reliability of structures over the plant life.
- Readiness for Production & Pre Startup Review
Readiness for Production ensures that all statutory clearances, approvals, manpower, raw material – fuel supply contracts, product licenses, etc. are in place prior to commissioning. We have developed exhaustive checklists to ensure Organizational, People, Environmental, Safety, Facilities and Operations readiness.
We have also developed tagging system, wherein Client ensures completeness of work by one agency and places completion tag before handing over to other agency. Pre-startup review is carried out prior to commissioning. Multi-disciplined teams are formed to verify and check that construction and installed equipments are as per drawings. They ensure that the risks associated with operation of the equipment have been identified and the preventive/corrective actions have been completed. This ensures that project is complete and can start operating safely & effectively.
